Application for the call of the European Covenant of Mayors twinning programme


The call for a new edition of the twinning programme, which connects two cities facing similar climate change challenges, is now open and cities, regions and provinces have until 14 September to apply.

The Covenant twinning programme provides a unique opportunity for cities to take part in twinning exchanges with the aim of increasing local authorities' knowledge and capacity to mitigate and adapt to climate change. The programme funds two visits within 18 months and a total of six twinning exchanges for municipalities and one for territorial coordinators will be financed.

The twinning programme is open to:

● All Covenant of Mayors signatories (i.e. municipalities) from countries associated to the EU Horizon 2020 programme, except Armenia, Georgia, the Republic of Moldova and Ukraine, on condition that they fulfil their previous Covenant commitments before their first twinning visit.

● Non-Covenant of Mayors signatories from the EU, on condition that they sign up to the European Covenant 2030 framework before their first twinning visit.

● All Covenant Territorial Coordinators (i.e. regions, provinces, counties) from the countries associated with the EU Horizon 2020 programme.

● Non-Covenant of Mayors coordinators from the EU, on condition they commit to the Covenant of Mayors before their twinning visit.
